It also means that consideration might have to be given to protective measures for large females, or those obviously bearing eggs, as in the case of ‘berried’ lobsters. Ensuring sufficient spawning biomass to avoid recruitment overfishing may require not only the maintenance of sufficient numbers (biomass) or densities of reproductive animals and sufficient large females, but also a consideration of sex ratios, places, frequencies and times of spawning. For example, certain sedentary (immobile, usually in the adult phase) species may require a minimum density or proximity of adjacent adults for successful reproduction.

Whatever other management measures are in place, ultimately the key factor determining whether or not harvest of a resource is sustainable will be the number (or biomass) of fish caught in relation to the population size or biomass as a whole. Gear restrictions and time and area regulations can all contribute to regulating this proportion but they will almost always need to be coupled with direct measures to regulate the amount of fishing. Such direct measures can be either restrictions on the intensity of use of fishing gear (called input controls) or direct limits on the amount of fish actually caught (called output controls).

Encourage implementation of technologies and methods that reduce non-target catch. Bycatch or discards Undertake research and data collection to improve scientific and technical knowledge on status of fisheries and ecosystems, including data on bycatch, discards and waste and interactions with the ecosystem. Provide sufficient institutional and other support. Adopt appropriate measures, based on the best scientific evidence available. Exchange and collect information, inclusive of indigenous knowledge.
